The Alliance is built on a strong, shared commitment to the principles of the Treaty of Washington – that an attack against any one member is an attack against all – and to the peaceful resolution of disputes. In the event that diplomacy fails, NATO has the capability to undertake crisis-management operations based on the principle of collective defence embodied in Article 5 of the North Atlantic Treaty.
NATO’s deterrence and defence posture has been adapted to reflect the changing nature of threats, from all directions. Allies are reinforcing their forward defences, enhancing their ability to respond to crises on short notice, and improving military and civilian resilience.
Allies have agreed to a new generation of defence plans to boost readiness, enhance NATO’s capabilities and improve the Alliance’s ability to react quickly to any threat in all domains. Allies have also endorsed the NATO Force Model and the Allied Reaction Force, which deliver a more robust pool of dedicated, combat-capable forces, combining geographical proximity with regional expertise and capability to improve military responsiveness.
Allies have also committed to expand their defence industrial capacity by boosting defence production and procurement and increasing the number of Allies capable of delivering critical capabilities in short order. This commitment builds on the NATO Industrial Capacity Expansion Pledge, agreed at the 2024 Washington Summit.
